Eat your Noise
I ordered two of these Noise Eaters for my hi-hat standard and kick drum pedal.
This is essentially a small rubber mat, with soft, absorbing half balls on the bottom.
These balls compress when the pedal is hit on the mat and takes out some of the thump for neighbours and in rooms downstairs.
These definitely work and reduced the noise transferred downstairs, although it is more effective with the kick pedal than the hi-hat stand.
I am still planning on building a drum platform as these don't take out all of the noise or vibration. But if you want to make a start in reducing noise and vibration, then this is worth considering.
Depending on your house construction and placement of the kit, these may be enough with out any additional padding or platform.
I feel they are a bit pricey for what they are, but you can't put a price on not upsetting your neighbours or the 'other half'. These are extremely well made and are pretty effective.

Do not expect to much of it.
I own an electric drumkit and wanted to make it completely silent by reducing the thumping noise of the kickpedal and hi-hat controller. At first I did not want to buy the noise eaters because of their high price. But I quickly found out that there were no other alternatives. Eventually after some hard thinking, I decided to buy the noise eaters.
When they were delivered to my house, they were surprisingly heavy and bigger than I expected. I could tell this was a quality product, but it still did not live up to the high price. After some testing I can confirm that the noise eaters were able to dampen the thump heard downstairs. Roland claims to reduce the noise by 75%, but in my experience it was not this big of a change. I would say it will help reduce the thump up to 50%. The noise eaters do not wobble as much as I imagined. The kickpedal and the hi-hat controller remained relatively stable.
Because of the high price of 100 EUR per piece, I do not think I would recommend this solution. The price is not worth it for what it does (or claims to do).

It works
Quality durable product, does not slip. I had a self-made sound and vibrations isolation on the floor, but vibration from bass-pedal (Roland KD-9) were pretty sensitive for neighbours. NE-10 helps to reduce vibrations (not for 100%, but very effective) to the floor. It is better to try to put it on different surfaces: on the carpet or drum rug or straight on the floor - damping effect is different, so you can choose best option.
Cons.: a bit expensive.

Didn't function for my set up
We could not tell any difference. It sounded basically the same with it without it. I already have the roland drum mat. But I guess every house is different and people shouldn't get it just because it doesn't work for some. For the price I had to notice a difference and there was maybe a10% difference at the most (and that was hard to be sure).

The best decision for home drumming
I'm living in flat, so I tried to find the solution for not bother neighbors from noise of my drum training. I use noise eater for bass pedal and is good for it, and now I can training freely.
The price is bit high but it worth it.

Quality product that works
I wanted to quiet my electric drum as the thump could be felt upstairs, this really does reduce the low vibration noise. The board is great quality and I don't imagine i'll ever have to replace it. The only drawback was the price but I think its worth it for making it easier to play without annoying everyone in my house as much. I paired it with the roland round noise suppressing beater which pairs well with it. I'd recommend it.

Good stuff
Really good vibration damping but not sure if it's 75%. I think 50% for sure.
Heavy and high-quality stuff, made in Japan. The only disadvantage is the price is too high. But I think this thing will last forever.
